Placer County is offering three development opportunities in Kings Beach at North Lake Tahoe, a year-round, world-class outdoor tourist destination.
Three request for interest documents have been released by Placer County and the Successor Agency to the Redevelopment Agency, a public entity overseen by the board of supervisors inviting experienced development firms to submit letters of interest for the opportunity to acquire or develop up to three properties conveniently located on North Lake Boulevard in Kings Beach. Respondents are expected to detail their experience and vision for a development project consistent with community goals and area plans.
The Kings Beach area presents a unique opportunity as it is one of the primary commercial, residential and recreational centers in the Lake Tahoe Basin and home to the Kings Beach State Recreation Area, one of the most beautiful and well-known beaches on Lake Tahoe.
All three properties are being offered separately, though it is possible for a developer to combine two or more properties into a single related or compatible project, so responses containing multiple or combined proposals will be accepted.
The Eastern Gateway property is located on North Lake Boulevard (State Route 28) at the southwest corner intersection of North Lake Boulevard and Chipmunk Street. The property is approximately 1.3 acres of real property consisting of 10 contiguous parcels and is ideally situated at the eastern entrance of the Kings Beach. The property offers 400 feet of high-visibility commercial frontage along North Lake Boulevard.
The Kings Beach Center property is located on North Lake Boulevard in the heart of Kings Beach and is across the street from the Kings Beach State Recreation Area. The property is approximately 3.5 acres consisting of 16 parcels, ideal for a high-quality, mixed-use project that could include accommodations, retail, office and civic-use space. The Kings Beach Center also offers 625 feet of high-visibility commercial frontage along North Lake Boulevard.
The Town Center South property is also located on North Lake Boulevard in Kings Beach. The property is approximately 0.9 acres of real property consisting of four contiguous parcels. The Town Center South property offers 125 feet of high-visibility commercial frontage along North Lake Boulevard.
All properties are within the nearly-complete Kings Beach Commercial Core Improvement Project — a water quality, beautification and transportation project. The KBCCIP is an award-winning, $50 million investment designed to create a vibrant, pedestrian-friendly commercial center in the heart of Kings Beach.
Each RFI provides a description of the property, submittal information and requirements, an explanation of evaluation criteria and next steps. It is the county’s and Successor Agency’s desire to select proposal concepts that are consistent with the proposed Placer County Tahoe Basin Area Plan and Kings Beach community vision.
Based on the number and types of RFI responses received the Successor Agency, at its sole discretion, may solicit more formal proposals (through a request for proposals) from one or more of the respondents, or enter into an agreement with a single respondent or party.
Prospective developers will have two opportunities to visit the Eastern Gateway, Kings Beach Center and Town Center South properties, guided by county staff. Attendance is voluntary; interested parties are not required to attend.
Interested parties have until June 29, 2016, to submit letters of interest. RFIs, milestone dates and RFI submittal details are available on Placer County’s website at www.placer.ca.gov/kingsbeachsale.
